Honestly, I really don't know what's going on. The league wants cost certainty and not long ago a GM in the National Hockey League said 'well I do have a cap, I do have cost certainty, I have a budget'. That's in my mind what it's all about.

Actually, that was Robert Goodenow, Bobby. Last time I checked hwas the most powerful GM int eh league though -- seeing he dictates the Players Association.
