KHL canceled the limit on playing time for foreign goalkeepers
via Google Translate, the KHL is ending restrictions on how many games foreign goalies can play. This is in contrast to the Canadian Hockey League's newly instated import restrictions. Difference in perspective = difference in policy. The KHL is working to become a destination for foreign players in their bid to compete directly with the NHL.
